Yes you don't need light and there is nothing bad for the fish by putting that lamp back there. The problem is that the bulbs in the fish light filter out the bad light which inhibits the growth of allege in your tank. This other back up light is going to make the allege grow out of control. If it were me I would go with no light until you get a new bulb. Once allege grows in a tank it is a pain to get rid of especially if you have decorative rocks.

You can use whatever light source you want but healthy fish need fluorescent light for 8--12 hours a day. A light shining down into the water is better than a lamp behind the tank.

A lamp at the back of the tank, pointing towards the tank is bad! It causes something like "Vertigo" in the tank cuz they think that is the way the light is coming in from. It need to be on the top of the tank pointing down. And yes you really need a light for the fish. it gives them "sun" just like you need it! And you need the tank lights that you get from the pet stores, not just a normal light...
If the light won't work and you changed the bulb you need to try and change the fuse!!

Lighting is good for all type of fishs and it helps to kill some of the bad stuff that grows in the fish tank. you can find most of your info when you go get a new light blub at your local pet store.
