I recommend http://geocities.yahoo.com , it is totally free, but you can be agree to have ads in your website, another cool provider is http://pages.google.com/ they have a tool to create your own website, and its free too. And my last recommendation is http://www.brinkster.com , they have a great website builder tool, but its not for free but can choose plan from $4.95 per month.

You need to look for a "free host", so you can google it or check out freewebs.com (my recomendation).
If you want to build your own site and code it yourself with out having a banner ad filled site you will have to learn HTML (another one to Google). If you want help with HTML you can check out my site:
