No horned lizards do not make good pets. Most are endangered and protected by law.
Even reptile experts have difficulty keep these guys alive. an adult may need 100's of the correct species of ants every day it is active, that is not easy to provide.
Different types of horned lizards have different preferences for ants but most like the red harvester ant native to the SW of the USA.
If you just caught the baby, let him go where you caught him. Otherwise he will most likely die.

First, you should research any animal before you decided to have it as a pet. Second, depending on where you live certain species of horned lizards are not allowed as pets or have protected statuses which can get you in trouble if you have them as pets. Third, lizards do make great pets as long as you are willing to put in the time and take responsibility for them. I have 3, 1 iguana and 2 bearded dragons and they are not as easy to take care of as they may seem. Sure you don't have to walk them or get their hair cut but they have very specific diets, most vets are not accustomed to taking care of reptiles that get sick, and it takes a lot of time and handling for most reptiles to become "friendly." Even then they won't cuddle with you, play games or fetch, and they may not seem affectionate. But for those who love them having reptiles as pets are rewarding, they having their own unique personalities, and you will fall in love with them.

they are fun to observe...but you can't do much with them. they ususally just sit in their aquariums. they might get up and walk around a bit...then return to sitting and staring...they eat, they drink, they sit some more.
