There was a time when the 3rd Doctor was exiled by the Time Lords to planet earth for his "meddling" in history.
He's not always in Britain; only when he's on Earth. The 3rd & 4th Doctors (Jon Pertwee & Tom Baker) spent much time in Britain. After Tom Baker got "the Call to Gallifry" he began to travel more in space/time. The 5th Doctor Peter Davidson was on earth more in Britain, but in different times. He also met traveling companion Peri in either Italy or Spain (can't recall). Colin Baker, the 6th Doctor was all over the universe. After that they stopped broadcasting the show on PBS.

I too like Kathy's answer however there's another factor here,
if he loses his british accent by staying away too much...ok lets face it...he'll lose the girl.
