Rather, than using a black liner use a white liner at night or a brown liner during the day. White really showcases ones eye colour at night. It will gives your dark blues and really nice POP. Also, try using neutral shades as eye shadow. You don't want to take the attention away from your eye colour.

I have the same eye color that you do. So I like to use browns, Golds, & purples (maybe lavenders). I found that when I wear these colors I get a load of compliments on my eyes. And when paired with a good eyeliner, Your eyes will really pop! Try "Revlon Timeliner For Eyes" in "Ebony".

This may sound weird but the color that will bring out any color is it's complementary or oppisite color on the color wheel.
So with that purple will bring out green, and orange or yellow will bring out blue.
So if you have hazel eyes and you want to bring out the greenish color try a shade of purple. If you have dark blue try a shade of yellow(gold). Also, a netural shade works great on any shade of eyes.
So if your not up to the yellow, stick with browns, blacks, silvers or greys
Hope this helps!!
