He has been collecting them since he was two. I'm running out of places to find them in Utah, any suggestions? He REALLY loves collecting them.

I assume you mean toy ducks or toys WITH ducks, and not actual live waterfowl. So with that in mind, there's a one-word answer:
eBay!
I've got three kids, now 9, 15 and 18, and we've gone through all KINDS of collecting manias -- Beanie Babies, Pokemon, Bionicles, Godzilla, Mars Rovers, Mario, Hot Wheels, Legend of Zelda/Link, Sonic the Hedgehog, Blue Oyster Cult, Burton Cummings... (for extra credit, match the mania to the age and sex of the child :-)
My wife is SO good at finding weird stuff on eBay, for whatever the craze of the moment is. Lately, our 15YO daughter is nuts for Sonic the Hedgehog; my wife found some stuffed characters from the Sonic game -- Tails, Sonic, and three or four others that I'm a bad father for not remembering, no doubt.
...And I would be remiss if I didn't mention the University of Oregon, whose sports teams are all called the Ducks. I've put their Web site in the Sources list below.
