It depends on the photoperiod of the particular species: Long day or short day. If you plant a short day strain in a long day locale, the nights won't get long enough to promote flowering until the frost is on the pumpkin, so to speak. This is true for many plants. I've seen it happen with burning bushes - they don't turn red until it's frost season. Vidalia onions, in addition to unique soil requirements, are also prone to photoperiod problems.

Not sure how soon it will bud (you'll have to wait and see) but given the height it is already, it sounds to me like a plant that will not head very heavily.
