We are usually VERY trusting. How ever there are those of us that are very cautious regarding opening our hearts to certain humans. I really don't think that your "mean" penguin is mean but perhaps bitter. Show him some love, rub his belly, offer to cook dinner, pay of couple of his bills, offer to drive him to the swimming pool, and most importantly; quit talking about him on Answers.
Lets keep our dirty laundry at home. OK?
It's not that I do not trust you. I'm just hurt.

Stand up for him, minimize his surly demeanor to the other penguins in the neighborhood. Always "be there" for him. And, above all, always be honest so that he will gradually learn to depend on you. It may take time, but it'll be worth it.

put him in a pen with some swans so he feels pretty enough to be with em!! okay okay, that was cheesey, but if youre not joking, i would suggest raw anchovies, sardines, shrimp. "the way to a man's heart is through his stomach" or so they say, so just replace the "man" with a penguine
