I did it in ruby, let me think....... uhh.... let me call my brother..... he said that you need to go to the ocean to a dark part where you can dive and dive he dosent know exactly where so just search and he said that there should be a blue stone somewhere in there. Sorry thats not much help, but you could always look up walkthroughs on the internet and that should tell you exactly where to go.

go to the sixth or fifth island ,there is a cave with braille writings, use the skill cut,it will open then follow the braille writings,use your encyclopedia to decode them, then if you get it, they will say if you need to go to the left or right or down or up. if you succeed, team rocket will steal it from you then go to the warehouse of team rocket,then kill them all, make them pay for what they have done, i defeated them with my mewtwo and charizard duo.get the stone and return to bill. to get it, defeat the scientist that is near the computer inside the warehouse............................DONT LISTEN TO THEM,CAUSE THEY ARE PLAYING RUBY NOT LEAF GREEN. IM TELLING YOU........DONT BELIEVE THEM.

You have to go to town square and talk to everyone and then someone will tell you where it is and you have to bring them something in return.
