i.e. What size does it correspond to in what is normally seen in junior/women's size clothes--sz 2, sz 4, etc? Does it refer to waist size, inseam?

The hips flat across front are 18.5" (37" doubled), so I don't think it's "plus size", just "european" sizing, at least it's not normally how I see it in the retail stores.

Either it is a waist size or it is a huge size,Measure the small of your waist and compare to what size jeans you wear,I think a size 28 inch waist is larger than 4 maybe a 6.

According to True Religion Jeans @ $175 a pair, they are
a size 5. Not large at all, the sizing is popular with expensive
jeans now.

Its European sizing...all those idiots that are saying you are huge are completly wrong
A size 28 can run anywhere from a 4/6 to a 6

28, is pretty fit. It's about a size 6. 28 inches is your waist(above your hips) size.

waist size...I usually buy size four or five, I can get the same fit from a size 27 or 28 (I think it's your waist in inches)

it's your waist size but usually they fit around your hips...so if you're average size 28 sounds normal
