My dad got them from an airplane about 20 or 25 years ago. It has never been opened before and is still in the package. Is it safe to use it now?

Your question on safety should consider safety on two points:
1. Safety from germs and possible ear infection.
2. Safety in terms of effectiveness of the old plugs.

First, ear plugs may be the soft spongy type, or the more rigid plastic type. For the most part, the soft spongy plugs are supposed to be short term and expendable. Make sure that the material is still resilient. Then clean them with plenty of soap and water. If any material crumbled, or broke free, then discard the plugs. If the washed plugs still appear as-good-as-new then proceed to use them.

Well, in some cases the material they are made of will disintegrate and stop being "squishy" which is what causes the earplugs to expand when you put them in your ears. Make sure you check this before you put them in your ears or you will be going to the doctor to get him to take all the little pieces out of your ears. Just squish the earplugs and if they don't fall apart and bounce back, you will probably be OK.

they should be okay to use, just make sure that they are not soo old that they are crumbling first.so that no pieces will get caught in your ears.
