No but you can make your burned DVD region free...so it will play on anything. it easily done with software.

Hey,
If I got your Q correctly you're looking forward to changing/removing your RPC default codes from its limited 5 times one into unlimited one which does not require any shift from regions to regions; right?
if your saying so, simply name your DVD-drive, its brand and other relative info and I'll link to different sites and their huge pile softwares and also a quite comprehensive "How to!"

As in PAL and NTSC uhm not that i know of you would have to buy a second DVD player its part of the internal programing of the player itself.
