If your computer has a 3 1/2" floppy drive, find the Boot disk that came with your computer and put it in the drive, then turn your computer off then on. The computer will boot from the Boot (Start-up disk).
The disk should have some help tools to get you going.

Does it boot in safe mode, does it turn on (lights) does it give you error messages. More info for a better answer

Try booting in safe mode, hold down F8 when you boot.This should get you in but you will then have to deermine what the problem is and correect it.

1. is it plugged in
2. is the power button working
3. is the power button cord (2 small wires) connected to the motherboard
4. is the power outlet give power to your other electric components
5. is your computer hardware workig
6. is the power supply dead
7. is everything in the computer connected like data cables and power cables

my computer will not boot up what can i try ?
