Lock's are generally used to retain the level of water behind the lock, this is so that vessels which are on that body of water remain afloat.
If the water level were to fall then there would be risk of vessels grounding.
Using several lock gates it is possible to make a ship or vessel rise up: i.e. become higher than the sea level it started at or vise versa to travel down from higher waterways to lower ones.

Seeings how locks are used to raise ships to different lovels of water...there would be a water fall at the site and a ship wouldn't be able to go any where but back.

Locks are used to raise and lower ships to different water levels. If there wasn't a lock there, there'd be a waterfall (decidedly difficult for a ship to pass)

They are also used to regulate water height in reservoirs to avoid flooding or to preserve a body of water. Like lakes drying up and you no longer have lake front property.
