Putting this into an astronomical perspective (though the expression was probably referring to morale), if you live in the city there are more lights turned off after 11pm - 1am. Smog and dust has also had time to settle, resulting in darker skies. If you are viewing the sky from the city, your view will be better in the pre-dawn morning than in the evening.

Science Guy and Malcom G are mostly correct. Add to that the fact that in the cooler hours of the night, temperatures are lower and humidity tends to settle out in the form of dew making the air more clear and therefore more transparent. This makes light scattering or light pollution less and so the nights really are darker just before the twilight time prior to dawn. So the night sky seems "blacker" because there is less light being scattered due to dust and water vapor as well as fewer lights being on because everyone is asleep.

I dont know why but Mama Cass said "The darkest hour is just before dawn". So it must be true.

Actually it`s lighter before dawn,it`s darkest at midnight.

I think when the phrase refers to 'darkest' it refers to mood, things always seem worse in the early hours of the morning.

i think that it is lighter just before dawn that is just a saying it can never happen if it is possible that things like that can happen i am sure it will happen when an old man can do a speed walk which will never happen

It isn`t true really, it`s just an expression that indicates that a situation will be at it`s worst just before it becomes ok again.

This may be because that most people in your area are asleep, therefore the lights are turned off.

I'd say its because you've just woken up and your eyes arent awake enough so its all dark, or you've stayed up too late and they are all tired and need sleep. Thats my educated guess...
