You need to learn a programming language in order to create programs. Which one depends on what platforms you are going to taget your software for.

If you're planning to create desktop apps. I suggest you use rapid programming platforms where you just drag and drop most of the stuff.... like Delphi or VB or perhaps C++ Builder. Of course a great way to learn programming and object orientated concepts would be with Java...then when you move on to the other languages it will be very easy.

There are a lot of ways. It's kind'a hard to get started through.

A great place to get started is http://www.kidsprogramminglanguage.com/
You can learn the basics of programming and go from their.

I use Visual Studio.NET which is a collection of several software development languages used by Microsoft. I believe that you can get a watered down free version from Microsoft. It might only come with C#.NET for free.

You can use Java which you can get versions from several sites for free.

If you want to do web applications, you can learn HTML, javascript, jsp, asp, etc which you do from your own computer using any text editor without paying any money.

You DON'T use Visual Basic. It's a powerless heap of junk.

C++, Delphi and C# are all good though.
