No. That's a hazard. You can empty the propane by taking the tank to an open space (preferable a field) and open the valve, and move away. The propane will come out and it will freeze the area near it, so stay away until it completely gone. Then you can dispose of it. Many places that fill the tanks will accept old ones too.

Take it to any propane dealer. They will dispose of it properly. If you must, just leave it outside their store near the propane tank rack.

Do you want to start a fire? Do you want to hurt someone? Recycle propare cans the proper way--do not put them in the garbage.
If you don't need any more propane, take it back to where you bought it.
