It goes back to the days before indoor plumbing or public outhouses. In those days people used to just drop trousers wherever they happened to be and poop or pee. When royalty, such as the king or queen, went through their neighborhood and did a number one or number two, people would throw their hands in the air and wave 'em and yell, "you don't have to clean it up, you just don't care!" which is the original form of the phrase in question.

I remember hearing it in some rap tune years ago. I can't really give a specific time frame but between 7-10 years ago.
