Oilcloths can be wiped down with bleach-water, so the Health Dept is happy.
Most restaurants use plain white tablecloths because they can be washed in bleach, also keeping the Health Dept happy.
I think you'll find that most things restaurants do, are done to stay one step ahead of the Health Dept, which has the power to close those restaurants, if they aren't clean enough.

You will find that he cheaper restaurants and cafes do have bright coloured cloths on tables. The only reason is so they dont have to change it after every customer. you will find if you pay more to eat, they will have white cloths and this i think is to show you how clean they are as they change it after every customer

Probably because they'd have to spend a fortune on laundering them. People spill food and no one wants to sit at a table with a stain on the cloth.

Because a decorative tablecloth might distract from the aesthetics of the food being served.

It's also cheaper.

it detracts from the food, only cheapo places have a bunch of colors all over teh table
