Really it is zero, but if you want to be technical the answer is 17, and if you want to be stupidly technical the answer is 16. Here is another one, an old classic that makes much more sense than yours- Peter Piper picked a peck of pickled pepper (etc, I cannot remember the rest, maybe someone can finish it for me?)

many many mice in milton mill many many mice in milton mill many many mice in milton mill...
how many m,s in that ?
not a nasty notion nor a naughty nation, not a nasty notion nor a naughty nation, not a nasty notion nor a naughty nation...
how many m,s in that ?
there are "m,s" and "n,s" in the lines above, there are "m,s" and "n,s" in the lines above, there are "m,s" and "n,s" in the lines above...
yet there are no "m,s" in that.

there are no "m's" in the word that. Cute question tho.
True Brit the poem goes like this:
Peter Piper picked a peck of pickled peppers. a peck of pickled
peppers peter piper picked. if peter piper picked a peck of pickled peppers? where's the peck of pickled peppers peter piper picked.
