I found these little round holes that appear to be filled with mud under some planks in my deck. Sometimes they are filled, sometimes they are not. I suspect some sort of insect infestation but I find nothing on termites that describes this situation. I have not poked inside to see what comes out. Help?

The deck is elevated (about 8 feet off the ground) so I don't think it's worms. A couple of the holes are open but I don't know how deep they are, the other 3 or 4 are sealed (flat) with this mud-looking material. These look like someone had plastered them with clay. I don't think the holes were naturally in the wood before. Can hornets or other bees/wasps actually carve holes in the wood?

Sounds like carpenter bees. They like to attack treated decks in the spring and will bore holes in which they lay their eggs. They seal them up with mud until the larvae hatches. They will use the same holes year after year and will also add holes each year.

Good luck with your bee problem.
