If i ut sunscreen on the lower part of my arms and tan outside, will only the top part of my arms tan and not the lower part cuz they have sunscreen?

Yes it does. I don't even have to put it on but once or twice every day.

My sister DOES NOT tan at all unless she has sunscreen ( I tan either way, but I don't like to sit in the sun). All sunscreen will do is let you tan without getting sunburned (to some degree).
You arms will look fine, but you should put sunscreen all up and down your ams because your shoulders will be one of the first parts of your body to sunburn!
Everyone's different though, who knows :D

The sunscreen will only protect the area that you apply it. Even then, it cannot block 100% of the sun's rays and needs to be topped up regularly to maintain its effect. HTH.

that depends on what sunscreen ur talking about, some sunscreen protects ur skin from burning but doesnt protect u from UV ray B, i think that kind of UV ray gives u skin cancer i'm not sure, i heard in news they made a sunscreen for that

Yes, if you are going to put it on (which you should) put it everywhere. I've had so many probs with blotchiness because it wasn't applied evenly!
