There are a few sites that provide free web space. Your ISP probably gives you some. If you have a static IP address, then you can run the webpage from your home. But static IP address usually cost extra from your ISP, and you would probably want to register a domain name also.

Once you get webspace, then you need to post your web documents to the site using either FTP or Webdav access.

Depending on how fancy you want it, you could just use Word to create a webpage and save the document as HTML format. If you want it to do something a little more advanced you should probably learn some HTML and javascript.
