When I do mine in MS Word, I choose edit picture, grouping, send behind text.... woolah

It depends on the program you're using, but in MS Word after you add the clip art to your document select the clipart and in the Picture toolbar click on the icon of the little dog with some lines around him. Then select Behind Text and this will move the clipart behind the text on the page.
You can also use the WordArt function from the Drawing toolbar.
The concept is similar in MS Publisher as well, although the menu items might be a little different.

Save your clip art to microsoft power point.
Then save it as a .bmp
Then open it up in Paint.
Add your text.....
