Is there anyway to log into a Pogo account that has been suspended?

You can try begging, pleading, bribing pogo to let you use it again... but I truly doubt that will help. This is pogo's way of giving you a permanent time out. Try to make a new account and behave yourself this time and you won't have to worry about this again.
