Hire an artist to sketch her picture, being that in 1 more year she will be 18. Along with the sketch, maybe a red rose and dinner. Hire a singing clown to come over to her place and wish her Happy Birthday. Have fun!

1 advice: good stuff come in small packages
so dnt think u need to give her a HUGE gift to mke her like it
and plus a gift must not always be in SOLID form..
u can gift sum1 in mny ways..in her troubles ..or u can like do sumthing abstract!...or give her a ticket to her fav. concert
