I am trying to make a costume for my RPG character. I need a green hooded cloak to complete it. Where can I find a free pattern online?

I have searched Google and Yahoo! and have not found anything good. It needs to be a hooded cloak, not a hooded robe, i.e. no Jedi.

Either go to Google and type in "hooded cloak pattern" as a search item. If you don't find one, buy a long green skirt from a charity shop, cut it all the way up one side, but not through the waistband (if it has a button and zip waistband, this will the where the cloak does up). Then cobble together 2 squares of green fabric for the hood and sew it on.

You should try some Society for Creative Anachronists sites, ie historical costumes. You probably can find it under medieval - renaissance clothing sites. I know I had some in my sca books.
Museum Replicas is a good site and other armor sites might have it.
