you can choose a right time where he's outside, talk to him, be friendly, don't let up you're suspicious, and find out about him.
ask questions. just don't say something like "so, how come i never see you go to work?"
he could use his shovel to knock you unconscious.
but what if he's just a guy who's divorced his wife and is trying to decrease his depression by planting flowers and fixing up his backyard?

I would be careful on this one. Can you ask someone else instead? Maybe a friend or another neighbor. Maybe someone else would know. If you truly suspect foul play, ask a law enforcement officer for his/her advice. You can call the police and ask them to withhold your name if they do decide to go over and talk to this man. I believe they will do so.

i always get to know my neighbors but i am a very outgoing person. my wife says i talk to much because i will start a conversation in the grocery store with strangers.
