The point of a carpool lane is to consolidate people who would otherwise be driving their own cars and get more cars off the road, thus reducing pollution, oil consumption and traffic congestion. Since a fetus would not be driving its own car, nor could it go anywhere without its mother, it doesn't count.

No. Its 2 or more visible people. They will pull you over. We got pulled over because my friend was laying down, and they couldn't see her. But they apologized and let us go.
