Sounds like you measured yourself there. Get someone else to measure you. It's wont be accurate if you measure yourself. They do it at the store for free.
Under your arms is your band size, or measure under the breast around the rib cage and add 5". Then measure the around the fullest part of your breast. Subtract the band size measurement from the fullest part of your breast measurement. That's your cup size. 1" = A, 2" = B, 3" = C, 4" = D, and so on.
If you try to measure yourself, the tape will be in the wrong spot. If you have a fabric tape, it stretches, it will be wrong. Go to a local store that sells lingerie, Victoria's Secret, JcPenney, etc.. and ask to get measured. Not only will they do it for free, they can help you find a bra that will fit your needs.

Run a tape measure just under your breasts, all the way around your back and rib cage. The tape measure should rest flat on your skin and lie straight across your back - not so tight that it digs in, but not so loose that it sags down in back.
Make a note of your measurement and add 5 inches. That's your chest size.
To measure cup size, take the tape measure around your body across the fullest part of your breasts.
Write down this number and subtract your chest measurement from it. The difference between the numbers is a way of figuring out your cup size. If the difference between the two numbers is less than 1 inch, your cup size is AA. If it's 1 inch, your cup size is A; 2 inches, you're a B; 3 inches you're a C, and so on. For instance, if your cup measurement was 33 and your chest measurement was 32, that's a 1-inch difference. Your bra size is 32A.
If your chest measurement comes out as an odd number (such as 31 inches or 33 inches), it's usually a good rule to round up to the next number. Most bras have a few sets of adjustable hooks and eyes, so you can adjust the tightness. It's a good idea to round up, rather than round down, because when you buy a new bra that hooks on the first or middle hooks - rather than on the last - you can leave room for growth.

i think the method is:
measure below your breast. You got 28
measure over the largest point. You got 32.
Add four inches to the beneath measurement 28 +4=32
cup a.
when you get to cup b. the 32 will be 33 or the 28 will be 27.
and so forth

Take the measurement from above the breast under the armpit. Use that measurement as your band size. If it's an odd number, round it up or down to the nearest even number. Then measure around the fullest part of your breats and take a note of this measurement.
Then find the difference in inches between the band size and the bust measurement.
0 inch difference - AA
1 inch difference - A
2 inch difference - B
3 inch difference - C
4 inch difference - D
5 inch difference - DD
For example, if you measure 30 inches above the breasts and 32 inches around the fullest part of the bust, you would be a 30B.

the way u calculate the cup size is mesuring below ur breast and then mesure the top. then you have to subtract the bottom with the top. like u have 32" and 28" so u subract that and u get 4 so u are a D cup i think
