Its not a problem with "Power Options", I have that set to "always on".

Its plugged in and is a Toshiba PC

It will dim to save power if the battery is getting weak.

Toshiba's like to use their own power saving software which bypasses the Windows settings. If there is a Toshiba Power Saver icon in the control panel use it instead. If not go to the Toshiba site and download the latest updates for your model.

Laptop screens are dimmer if they are not plugged in. It saves power. If you want it at full brightness, you need to plug it into an outlet.

Is it a PC or a Mac? If it's a Mac, go into System Preferences and then to Energy Saver. I'm pretty sure that's where it would be.
