Clear all the weeds and dig out the top few inches of soil.
Put down sand and BIG rocks.
You have a Japanese sand garden. Rake different patterns into it from time to time. You could put big pots in rather than the rocks. THe pots don't have to have anything in them but make sure they have drainage at the bottom.
Neighbour who works abraod 6 months at a time has done this. Looks different - but nice. He used black sand and red pots.

SHRUBS!! Go to your local garden center and have someone in sales help you pick out shrubs that flower at different times of the year to fill the space. Go with measurements of the area and an idea of what time of the day the area is sunny. A picture may also help the salesperson. Also, if you don't have a sprinkler system invest in one or get a soaker hose and coil it between all the shrubs. Turn it on every other day for 30 minutes and your plants will love you!

Ours is just the same I am afraid,
I have discovered that I can put certain plants in big pots and I am getting good at it, and you can change them around, and make the garden look different from one week to the next!
Failing that wait till it snows and take a lot of pictures, cos your garden looks the same as everyone Else's then!

brick paving and pots and sculptures will give the appearance of a garden that is cared for even though you have to have the minimum of gardening experience....go for pre planted pots of different sizes from your garden centre and then just water every day (you can even get a timed irrigation system if you want) don't forget to put a bench so you can enjoy it!!

Put in no-care native plants -- plants that will take care of themselves in your climate.
Unless you're saying you want to take up gardening. In that case, people would need to know what you've got, before they can give any specific ideas.
Or you could hire a landscaper or gardener.
Or ask neighbors for advice.

Patio it! and put out planters, that way you don't have to weed and it looks nice! You could also put some nice gravel down as well... or if you don't want to go down that root (pun intended). You can dig out the flower beds and put down some bark mulch so that the weeds wont grow and plant some big shrubs to fill up the space, something like, buddeliea (butterfly bush), Camelia's, Hydrangeas, they all grow big and quick.

Well, it depends on what youre wanting there. First thing is to clean the area up, rake, pull weeds, clear the area. Throw down some good topsoil, and decide if you want flowers or vegetables, or just what. Water real good after you get something down, and keep it watered. And fertilize, thats important.
