You start by building roads and houses, setting up irregation and water supplies. You also have to build temples to worship the peoples gods or they would get angry and disease would hit your people. There would be bazars and fire stations and markets you could build all to keep the area running and in good health. Does anyone know the name of this game??????????

Sounds like you are talking about Caesar 1 2 3. Sierra made some others for greek gods too.
