9 inches refers to the viewable area of your boyfriends laptop display - it's just the size of the screen measured from corner to corner. It's not possible to convert this figure into screen resolution. Besides computer monitors are capable of displaying at different resolutions anyway.

A nine inch screen is quite small so it's likely that it displays at a resolution of 640 x 480 or 800 x 600 pixels. Any resolution higher than the latter will result in icons and menu items being too small to see on the screen. When creating wallpapers, it's always good idea to start big anyway, then save different versions for different screen resolutions. I would suggest you design the wallpaper using a pixel dimension 1024 x 768, then save your boyfriend's copy at 800 x 600 pixels.

more the number of pixels better the quality of picture.
its is not neccesary that 9 inches screen will show picture with less number of pixels only
it can also show picture with 1024 X 768 pixels.

9 inches??? thats rally small. maybe 19 inches, but not 9. either way, when you set the picture as wall paper windows will automatically size the picure to fit onthe desktop. i would advise making the picture large however, because if it is to samll, when windows blows it up it will become very pixellated.
Hope this Helps!

you'd need to know his screen resolution.
pixels wide by pixels vertical.
On a 9" screen, not only is that weird unless you typoed it and it was supposed to be 19".
In that case likely he uses 1024x768

If he's using Windows 2000 or higher, his OS knows how to stretch the wallpaper automatically, so if you make it 1024x768 and that isn't big enough, that shouldn't be an issue for him.
