That depends if your a local or a foreigner. Some of the poorest of the poor there live in shanty's which are controlled by drug lords. They do what they can to survive which frequently involves selling drugs and prostitution. It is a very bitter survival.
Of course, there's also a large middle class and a very wealthy upper class.
If you're a foreigner living there on business, you can stay in very nice hotels or service apartments for a fraction of the cost of a US equivalent. We lived in a 5-star hotel suite for a year complete with daily butler service and a personal limo. The cost was about $70 a day which the client paid for. It was a great experience although it was also an "oasis in the desert", meaning outside of our posh hotel were people pooping in the streets.

The cost of life may vary a lot depending of course on your lifestyle. If you wish to compare it to Mexico or another 3rd world country, there is a lot of similarities. If you wish to compare it to the USA or other countries with economic strength, well, life is a lot less expensive there. For example: If you wish to live in a metropolitan area like Manila or Cebu and are looking for an upscale apartment or condominium. Compared to one in Manhattan, La Jolla, Beverly Hills, or downtown Miami, then you will pay a 40-60% of the price. I have seen for comparable apartments in LA going for US$1,800 and the same in Makati goes for P$ 42,000. If you are looking for something less expensive then you will be saving a little bit more.
If you are a foreingner, go ahead and add a 10-20% more on that price. Cruel but true.
Food is very inexpensive, even if you are purchasing american style food. Going out to eat in restaurants can be as expensive as the USA depends where you eat. but in most restaurants it is much less expensive than in the USA. It is a matter of knowing where to go.
Clothing - having cloths tailored in comparison with the USA, you will be saving a lot of money
In most cases, when involving labor, most things are very economical compared to the USA
I have found that Technology, althought the Philippines is very close to Japan, Most electronics seem to be more expensive that the USA.
If you are a Budget Counsiouse person and like to save on everything you can and bargain for everything,(Just like the Filipinos do) you can live a lifestyle beyound your own expectations on a fraction of your budget in the USA. But if you don't manage your money and like to live outside your means, Life can be as expensive in the Philippines as in anywhere in the world.
I am a budget person and have gone to visit the Philippines many times but recently visited a friend this past February. I had a budget of US$2,500. This would cover all expenses including airfare. But I only spent a total of US$1,700. This amount covered 10 hotel nights (3 Star for 9 nights and 5 Star for one night) Ground transportation (hired driver with van 2 days, taxi, Jeepney & Trike) Food (5 visits to fancy restaurant, 10 visits to not so fancy restaurant, 5 visits to fast food restaurant, grocery shopping) Entertainment (for me with companion the entire trip) Gifts to my friend and his family (Big family)

as you go farther south the cost of living goes down and the quality of life goes up. you can live comfortably on about two thousand dollars in southern philippines. best kept secret so far.

I'm a filipina. when i'm single i only earned $130/month, satisfied with no debts. Now i am married and have one child my husband gets $1500/month. But not enough. why? because he's a foreigner. it really depends on your life's style. i can eat fish and rice alone, foreigners don't.

it depends on what kind of life you want. maybe $1000 a month. that includes your apartment, maid, driver, food, clothing, car, and other extra costs.
