try going to all the uk companies you can think of, like persil, daz,clinique, max factor, tetley, heinz etc.
do a search using free sample in the search bar, it should come up with a few more sites, I get loads of freebies, mostly washing powder, tea bags, (yorkshire tea send you 10 bags to try and the tea is lush), lip balms, moisurisers, tampons, towels, nappies, money off coupons, just loads and loads.
Once you join the sites, they email you the latest freebies, so it takes a lot of the searching work out of it.
