Sanitary belts are from my generation.I was made of elastic material an it went around your waist and had two metal closed hooks that you ran the napkin through and held it in place between the legs. The napkins then had no wings or nothing to stick with, so the napkin was long with a length of extra material front and back which was connected to the hooks. It was the best we had but I love what is available now!!!!

a new type of belt with increased protection against bacteria.
Belts with sealed edges that avoid the added risk of bacterial growth have long been on the market. This type of belt means that bacterial growth around the edges is minimised because the displacement of fibres has been all but eliminated.
Unfortunately, in the past many of the methods used to produce these edges have resulted in an even more hazardous situation, whereby the linear join of the edge cracks and breaks away all along the surface and length of the belt due to off-tracking. This, in turn, leaves the actual surface of the belt open to contamination – a still more hazardous situation.
Chiorino has recognised this problem and in response has developed a new flexible sealed edge which, the company claims, retains flexibility and strength throughout the service life of the belt. The product is currently undergoing field trials which will allow the belt to be introduced to the market. The company claims that the belt will be of interest to all food producers using conveying machinery because it will reduce the risk of bacteria as well as reducing overall operating costs.

They are used to hold a pad in place. Instead of a sticky backing the pad had a loop on either end for the belt.

oh.... well in archtecture we have the 'green belt' where no one is allowed to build houses, the sanitary belt- where the middle classes and above live, and the insanitary belt where the council houses are.... but don't think this is the right answer to your Q?
Hmmmm.... A pad is slang for an apartment.... a tampon.. um... a caravan perhaps??

Old school feminine product.
Basically you had a little belt that you wore, and it had places to thread a giant "pad" through the front and back, holding it between your legs.

Before pads had the sticky stuff on the back to stick to your panties, you had to attach them to a belt to keep the in place. Very old-fashioned.
