How long ago did she get it? How bad is the rash? Did she get the tattoo at a safe and clean place? Did she use creams to help the healing afterward?

Phone the tattoo parlor they are licenced and should know about that kind of reaction. If it's severe get to a doctor, or really bad the hospital E.R.

has she put anything on the tattoo since she took the intial bandage off ?, if she hasnt she needs to clean it and dont use neosporin it will ruin the tattoo , keep a liberal amount of nonscented lubriderm if that doesnt work then follow up with a physician

Take her to the doctor. She's probably allergic to aluminum from the needle. Some people get that reaction from vaccine needles as well.

not enuf info, where did she get it, reputable shop? was she scratching it ? some inflamation is normal she maybe having an alergic reaction try some spray bactine, if its infected shell need to go to dr for penicillin
