It depends upon whether you wish to teach film studies/analysis or film production.
Most professors who teach aspects of film production at the university level have filmmaking experience, and hold an MFA. In academia, the MFA is generally considered to be the terminal degree in filmmaking.
However, most professors in the field of film studies/analysis/criticism have doctorates in fields like Communication.
But since films are most often studied as cultural texts, professors in other fields, let's say for example East Asian Studies, might specialize in Chinese cinema, and teach courses in this area. A professor like this would be expected to have a PhD in East Asian Studies, and would publish in the field of Chinese film studies.

Possibly. I go to the film school at Florida State University. Many graduate students stay at the film school after they graduate or come back after five years or so to teach. Mostly it's because they had kids and want to raise them well before going back out there to work in the industry.
Also, most of the professors worked in the industry before becoming profressors. Because of that, I don't think any of them have actual teaching degrees or whatever.
So, yes, you can go teach. I'm sure other film schools accept filmmakers as teachers, but at the very least, you can work at FSU.

Usually you can teach at a junior college with a masters degree, but to teach at a university you have to at least be working on your Ph. D. University professors do not carry the title of Dr. for no reason!

Well unlike high schools or primary schools you do not need a teaching degree. Most professors are Phds though so you should look into that. But I don't think it's required.
