Leadership is innate; It is something that you're born with.It could however become dormant if it is not nurtured in which case it needs to be developed for it to be effective. In essence, leadership is innate while effective leadership is acquired through learning.

Effective leadership can definitely be learned. Some people, because of their confidence, seem born to it though.

ouch, tough one! based on 21 years in the military I would say that while there are born leaders (few), any person of intelligence and integrity can learn to be a more effective leader over the years.
There are also those who can never be taught leadership, and their name is legion.

Some combination of the two, I think. You got to have some natural ability... a stature, a voice, something to command respect.
