Because most of the components are non bio-degradable plus the board they are mounted on is brittle. There is the chance that some older electronics contains Bromium which is poisonous.
And some of the components are reusable but need removing professionally.

They are shipped to china where idiots break them up using their unprotected hands and breathing in fumes to be reused in the west (thanks dell,etc). Welcome to socialist china for the cheap labour. God i love the west!!!
