I have never really been into painting and don't know the fundmentals of color and paint theory. However lately I am deeply interested in learning digital paint using photoshop. When I read some tutorials they use painting terms and expect you to know how to phsically paint. Terms such as blocking in. What the heck is blocking in???

So I am looking for a good basic tutorial for beginners on digital painting-

Your help is greatly appreciated

You might want to checkout deviantart.com
The site hosts a large community of artists, and every day or so someone publishes a new tutorial mainly about digital painting using photoshop or other software (but mainly photoshop).
Some of these tutorials are pretty advanced, but many are for beginners ...

I have Jasc Paint Shop 8. Looks like more than I will ever have time to learn.

There are several good books on it with screen captures for easier learning. Suggest you go to www.amazon.com and look for used books. Since I discovered this I have purchased many used books, ordering a couple different versions on the same program. I just got a $30 book for $2.10 plus shipping. Looks like new. Can't beat that.
