There is no average. Brands and stores vary so much, there is no way to figure it out. It's a personal finance thing.
Base it on your own personal budget. Set an amount to spend for the total trip before you go, or whatever your parents tell you that you can spend if they pay the bill. Let's say it's $300 for jeans. You want at least 5 pairs of jeans for $300. So no more than $60 per pair. If you have $1,000 for your entire fall wardrobe, estimate at 5 pair jeans, 10 casual tops, 5 dressy tops, 2 skirts, 2 dresses, 1 pair sneakers, 1 pair dress shoes, 3 pair bra and panty, since you probably have some that are still good. So you break down from there. Say:

$40 per pair jeans - $200
$20 per casual top - $200
$30 per dressy top - $150
$30 per skirt - $60
$75 per dress - $150
$60 for a pair of sneakers
$50 for the pumps
$40 per bra and panty set - $120

There's your $1,000.
Do a little playing around with a calculator before you go to see how much you have to spend total, and how much you need to buy.
My shopping budget looks something like this: For a pair of jeans $30, I don't care what name is on the tag. Summer tops can go for as little as $12 since they don't need a lot of material. Fall and winter 3/4 and long sleeves are $20-25. Sweaters, $30-40. Pants and skirts are usually $30-50 depending on style. Semi-formal and cocktail dresses are $50-75, and prom and formal gowns usually run over $100. Bras I get at Victoria's Secret $40. Shoes I get at Wal-Mart and Payless, under $30. Boots are my passion, I will spend an obnoxious amount on them.
Good Luck!
