They are there because they have the capability to come back whenever they want to, and I think Steve Austin is still under contract with the WWE.

The Rock has been talking to Vince about coming back soon but i haven't heard anything about Stone Cold lately

WWE promotes all of the Rocks movies plus Stone Cold is under contract right now to make movies for WWE FILMS.
