1. They'd be gone.
2. A new order would be established, because chaos would be counter-productive to survival — not that it wouldn't happen.
3. Order and fairness will only be a reflection of what was taught & demonstrated in the home from birth on. But as we all know, not all humans now agree on acceptable forms of discipline and punishment or reward. So, as mentioned above, laws will have to be established to keep order.
4. Cooperation to organize, grow & find food for survival will soon become apparent, as store supplies diminish & it becomes necessary to find food.
5. Those highly intelligent, if they can survive the bullies, may live long enough to create things that will progress their society. Laws and prisons will have to be used to contain dangerous humans.
6. Girls will only be able to conceive children when they are biologically ready. Those that can conceive may conceive more, because the population will need workers. Again, laws will have to be instituted so that girls are not raped.
7. Advancements of current times will fall by the wayside, because the 12 & younger will not know how to operate things. Cars will become inoperable archaic — just trash. Other machines will remain undused & dusty. Only the most intelligent, if they are allowed, will be able to figure out what to do.
8. Surgery may not happen unless the most intelligent survive long enough to thoroughly understand medicine, the human body, and synthesize the information in the medical books & put it into practice.
9. Only those with certain intelligent abilities will be able to advance the society, if they live long enough. People will die of dyptheria, TB, diabetes, CA, polio, all the infectious diseases will return, because there will be no vaccines. Childhood diseases such as chicken pox, mumps and measles will also return, because of no vaccines & wipe out a % of the population. All the early treatable illnesses will run full course, without treatments, nor pain medications. Who will have the intelligence to create them?
10. Keeping things sanitary will become a survival challenge. Without the Public Water Works being maintained, water will become poluted.
I have to stop here. This could be a book for you to write. I love 'What If' questions, because they really make you stop and think. Good luck in your answers.

that would suck because all the kids would be motherless including me,but i'd be gone too because i'm 14.Well the world full of kids would be stupid because there isn't anyone there to take care of them and teach them things. What about little kids with diabetes-they'd die for sure, unless those 10,11,12,and 13 year olds helped them.and would the world continue?what if everyone who turned 13 vanished?the world would be ruled by kids forever.

It would be totally weird initially but soon everyone will just come to accept the fact that life span of a human being is 13 years.

Yahoo answers would be so boring for them...after all the older person question spark (I'm sure) far more curiosity. At 13, you want to know everything someone older than you is doing or has done...so YAHOO ANSWERS for them would be kind of lame.
That I can guarantee and I am in my mid-twenties.

Nobody would be left who would know how to make iPods, cellphones, or digital cameras.
The food distribution system would be in chaos -- since pre-teens aren't generally taught how and where to drive big delivery trucks. There'd be a lot of starvation in the cities...
Of course, I'd be gone too. LOL.

There would be total chaos. Anarchy, all bullies would be in charge, the whole world would become very tribal again. Technology would basically be gone.

The world would be perfect... but then again, kids would have to learn to provide for themselves at a very young age, and there would be no one to teach them. I'm not sure..

well i think there would be no control for quite a while, and kids don't actually realise how much they depend on their parents, so im sure they will feel a little lost. well with such freedom, things could certainly get chaotic!

the world would probably be a better place, as it is usually the people over 13 that screw it up. however, childeren adapt fairly quickly, so if they would start to act to what the remember their parents used to do - it would be a disaster ; )
