You first get a phone subscription with international phone access. Then you find out what the international access code is for your country (eg US:00), then you find the country code for the country you wish to contact, next you need to find the Area code for the place in the country you wish to contact, and then the phone number. Example, you wish to contact someone from Manila, Philippines and you are from the US, dial 00 then the country code (63 for the Philippines), then the Area code (2 for Manila) then the phone number. Formula is 00 + country codes + area code + phone number.
