It's a surgery that cuts the tubes through which the sperm leave the testicles. This prevents the sperm from leaving the man's body and, thus, he can't get a girl pregnant. It's permanent. The link in the first response contains more information.

Vasectomy is a form of male sterilzation. They open up the scrotal sac and take the little plumbing that run the sperm from the testes to the penis and cut it. the will knot it off, sew it closed, or sear the ends to close it off. This means, the man still makes sperm, but the sperm are not mixed the seminal fluid in his ejaculate. After the procedure is finished and he has had his time to heal they will test the ejaculate to ensure that there are no sperm in it and then do another test 3-6 months later to make sure that the plumbing has not grown back together. He is still just as much of a man, the still performs in the same way, he just doesn't have to worry about getting a girl knocked up, STD are still a possibility depending on the partner, but babies no.

A vasectomy is the surgical cutting of the vas diferens which is the tube that carries the sperm from the male's testicles toward the prostate and the urethera. By cutting this, the male can still ejaculate, but it will no longer contain any sperm, making him unable to get a woman pregnant.

Despite what a previous poster stated, a vesectomy is not perminant, it can be surgically reversed.

Umm, it's a painful procedure where a guy gets cut in a very unpleasant place so he won't have kids. I hope this is obvious enough for you.
