Well, you are telling a story about what happened. You are giving a little background and then quoting the girl so the quote would be in the present tense because it is in the present tense of the story, even though the story has already happened. Does that make sense?

The last one with quaots because "she" said it and even though you are talking about something that happened in the past you are using a direct quaot someone said on that day so it is present tenses with quotation marks.
