Jeez, try to take the grill off and see if you can reach the latch from there

Check under the dash and see if the inner wire to the cable is still sticking out if it broke at the release handle put on a pair of vice grips and pull the inner wire. You can cut the cable cover off a short distance to get to the inner wire Buy a new cable and be amazed how hard it is to install properly. Or worse if the cable broke off the latch which is always covered up with grill and latch bracket and bumper cover mirror flashlight long screwdriver bent wire you might be able to move the release. Grill work most of the time cannot be removed with the hood down

Get under the car and find the cable that is probably disconnected. It shiould run somewhere near the grill of the car. Pull it and it should release the hood. If it is disconnected at the latch, you will need to figure out how to reattach it so you can actually pull on that cable.
