Until the Lebanese government does something definitive to stop the spread of terrorism, don't expect too much help from the USA
and rightfully so, why should American tax dollars be spent (in the form of foreign aid) on terror organizations or governments to weak kneed to stop said terror groups ?
If The Lebanese can get it together long enough to remove these fanatics and allow all of their people to live freely and safely
then I'm sure you will prosper and get all the help you need to go forward.

The leader of Hezbollah just stated publicly that the creed of the Hezbollah is "Death to America". That's one way to get the US to open its wallet. I would love to see the US able to help more countries improve their infrastructure, farming, manufacturing and so on. Problem is in your area most of the religious powers see America as 'the Great Satan' and threaten your governments so that we can't help. But there are other country's with thriving economies, why not approach the Europeans?

get rid of Hezbollah completely and you may get a little more support. As it stands now the support will be limited.
